This value is stored in the client's license policy and the activation decision is made by the client, based on the count that KMS returns. KMS requires that a minimum number of computers connect to KMS before they are allowed to activate. I had a KMS Client I could run that would up the count to allow registrations, but I haven't been able to find anything similar for. The KMS Client Emulator uses the following commandline parameters: 'KMS Client.exe' KMSPort KMSHost ClientMode KMSPort is the TCP/IP Port, usually 1688, that the KMS Server listens on. It is a tiny application that replaces the client VMs people have been using to boost the count, is much faster, and can be easily automated. Each client that attempts to activate with a KMS host is given a client machine identification (CMID) designation. KMS is responsible for activating clients. The Key Management Service is a service that is installed on top of the Windows Server or Client.
